I was expecting 18x9.5 +38 dropped on swift springs to be flush with the fender, but I still have a bit of poke.
Do I just need to have my camber adjusted at this point?

Camber is just going to push the tops of wheel in a bit. The only way to get rid of poke is to get new wheels with an increased offset or narrower width (9 in.). 9 in width is the best way to get flush. If you want to make the poke flow better with the body of the car, you'll need to get coil overs or lowering springs that lower the car more to close the wheel arch gap. The poke will be less noticeable then.
